Russian Prime Minister Dmitry Medvedev decided that the Intersate Aviation Commitee (IAC) must be banned from aircraft, engine and airfield certification in Russia. Instead, these duties should be transfered to the Russian Federal Aviation Agency and other state institutions. The move allegedly comes after IAC's failed attempt to ban Boeing 737 operations in Russia.

‘‘The time has shown that these [certification] duties must be a part of our executive system. In order to impove the state control over the civil aviation we suggest delegating aircraft, engine and airfield certification duties to the Ministries of Transport and Industry as well as the Federal Air Transport Agency," said the Russian Prime Minister.

IAC is a supervising body overseeing the use and management of civil aviation in the Commonwealth of Independent States. On 5th of November IAC ceased Boeing 737 type certificate, however, the final decision whether to stop B737 operations was up to the Russian Federal Air Transport Agency (Rosaviatsiya). On 6th of November, Rosaviatsiya officialy declared that it sees no ground for stoping B737 type certificate. It has been rumored, that IAC's decision was an answer to the Russian‘s government decision not to pursue with saving Transaero, then-second largest carrier in Russia. IAC chairwoman Tatiana Anodina is also mother of Alexander Pleshakov, Transaero main shareholder.
