Russia's Federal Air Transport Agency (Rosaviatsia) has authorized Pobeda (DP, Moscow, Vnukovo) to begin international operations following amendments to local laws governing the issuance of foreign traffic rights.

Though the agency earlier this year rejected the LCC's application to begin international operations, the Russian Ministry of Transport has since revised a requirement that all start-ups must operate domestically for a period of two years from their date of launch, before venturing abroad. Under revised legislation, start-ups whose parent carriers are already compliant are exempt from the requirement. In this instance Pobeda is covered by its parent, Aeroflot (SU, Moscow Sheremetyevo).

According to Russia's Kommersant, Pobeda has now been granted permission to start flights to Germany, Slovakia, France, and Belarus. 

Under its allocation, Pobeda may serve Dresden and Cologne/Bonn in Germany up to 7x per week,Bratislava in Slovakia up to 10x per week, and Minsk Int'l 2 up to 14x per week. In terms of France, Pobeda is allowed to offer a total of 17 charter flights to the ski resort town of Chambéry between December 12, 2015 and March 26, 2016.

Tickets are expected to go on sale later this month in time for a November debut.
