RIX Riga Airport has developed its Master Plan for 2025–2050, defining the long-term vision for infrastructure development and the land areas required for future growth. The 25-year plan outlines strategic investments aimed at supporting economic growth, strengthening connectivity, and providing a modern travel experience, positioning Riga as one of the leading transport hubs in Northern Europe. The Master Plan ensures the Airport is ready to meet future demand, new technologies, and evolving passenger expectations.

Laila Odiņa, Chairperson of the Board of RIX Riga Airport commented: “Developing Riga Airport is an investment in Latvia’s future — it means more jobs, a stronger economy, and new opportunities for the entire region. This Master Plan provides a clear roadmap for becoming a modern and sustainable mobility hub, capable of adapting to passenger demand and changes in the aviation sector. We are ready for the next stage of growth with confidence and ambition to advance together with Latvia.”

The Master Plan foresees modernization of the airfield, including new taxiways, a southern apron, and advanced de-icing facilities. These upgrades will enhance safety, operational continuity, and capacity, while maintaining strict noise and environmental standards. It also envisions the targeted development of specialized aviation zones dedicated to cargo handling, aircraft maintenance, business aviation, and general aviation.

Riga Airport will evolve into a modern multimodal mobility hub, integrating air, rail, and road transport. The terminal expansion and construction of a new southern pier will provide faster, more convenient passenger service, larger and more accessible spaces, clear wayfinding, and full accessibility for passengers with special needs. The Rail Baltica high-speed railway will link the Airport directly to the European rail network and Riga city center, while redesigned access roads will improve connectivity for passengers and employees alike.

The Master Plan also includes the development of RIX Airport City — a multifunctional business, logistics, and service district featuring offices, hotels, leisure, and entertainment facilities. This area will foster business growth and attract investment to the region. Sustainability is a central principle of the plan, with Riga Airport implementing renewable energy solutions, electric mobility, and future hydrogen technologies.

RIX Riga Airport Master Plan 2025–2050 has been developed in cooperation with the Spanish aviation engineering company Ineco and Latvian partners Venteko and Reģionālie projekti. Miguel de Bernardo, Senior Project Manager at Ineco stated: “This project is significant not only for expanding the Riga Airport’s capacity and efficiency but also for strengthening Riga’s position as a key transport hub in Northern Europe. We are proud that Ineco had the opportunity to lead the preparation of Riga Airport’s strategic Master Plan.” 

The Master Plan is subject to a strategic environmental impact assessment, including the preparation of an environmental report and public involvement in the decision-making process. The public consultation period will begin with the presentation of the document on November 3, 2025. Public hearings will take place on November 12 at Mārupe Music and Art School, November 13 at Babīte Secondary School, and November 19 at the Imanta Neighbourhood Centre, with the option to join online. Written feedback and comments on the Master Plan and the environmental report may be submitted until December 3, 2025 (inclusive).
