Riga Airport initiates the next stage of RIX Airport City development

Riga Airport is taking the next step in the development of RIX Airport City by launching, on 22 September, the qualification stage of an international competitive dialogue to select a development partner for a new hotel and office complex on the Airport’s territory.

Envisioned as a cornerstone of the first phase of the RIX Airport City project, the hotel and office development is scheduled for completion by 2030. Through the competitive dialogue process, Riga Airport seeks the most effective and financially sustainable development solution that delivers long-term value for passengers, businesses, and the wider airport community, while supporting the diversification and growth of the Airport’s non-aviation revenues.

The development area offered under the tender comprises two separate plots. A 1.2-hectare site has been earmarked for the construction and operation of a hotel and its supporting infrastructure, while a 0.9-hectare site is designated for the development of an office building and related facilities. The selected development partner will be granted building rights for a period of up to 50 years.

The procurement process will be conducted in two stages. During the qualification stage, applicants will be assessed against the established selection criteria, and the most suitable candidates will be invited to participate in the competitive dialogue. The second stage will involve discussions with shortlisted participants to refine the development concepts for the hotel and office complex and to support the preparation of final proposals.

Sustainability is a central requirement of the tender process. In line with the terms of reference, the development must incorporate sustainable planning principles aimed at reducing CO₂ emissions and energy consumption, maximising resource efficiency, and exploring the use of alternative energy solutions. Developers will also be expected to implement measures that contribute to environmental protection and support the Airport's long-term sustainability objectives.

Following the competitive dialogue process, Riga Airport will select one or more development partners whose proposals offer the best overall value and most effectively meet the requirements and objectives defined in the tender documentation.

Applications for participation in the qualification stage may be submitted until 30 October.

RIX Airport City is one of Riga Airport’s most ambitious long-term development initiatives.
