So, a cargo airline. Scheduled regular flights, a route network that includes several countries and continents, a base airport. The ICAO Security Manual describes in detail the process of organizing and ensuring aviation security. Those who have seen it are almost a thousand pages of standards and recommended practices. The guide is constantly updated and supplemented. The main problem in applying this guide, in my opinion, is that it is used by one person and one department. This is the head of the aviation security service or department and employees of the aviation security department. Based on the manual, aviation security policies and programs, personnel training programs and other documents are developed. In terms of the information contained in these documents, they are very useful and, when implementing the procedures described in them, can ensure the protection of the airline. Here, based on my experience, one of the problems appears - the procedures described in the documents are applied selectively in practice. I'll explain now. The availability of most documents - programs, instructions for screening, personnel training, security, etc. is dictated by the current legislation of the aviation authorities of the country in which the airline is registered. Further, the aviation security program is developed for the base airport and is coordinated first with the airport administration, and then with the aviation authorities. And the airline receives the first document - the aviation security program. A document marked SECRET or confidential. One way or another, this is a document of limited access. Those. the first person of the airline, the head of security, employees of the security department have access to it. Perhaps these are all employees who have access to this document. The rest of the employees of the airline, the head office and representative offices have access only to the extent related. Those. they are given an extract from the program. The extract must also be kept in the representative office in accordance with the requirements of limited access, i.e. in the safe. As a result, it turns out that competently and fully developed procedures are not implemented. No, this is not so, they are being implemented and quite successfully at the base airport. Here they work 100% and provide reliable protection for the airline. The security manager ensures full interaction with the home airport and aviation authorities. Head office staff and pilots receive regular aviation security training, at least know the exact phone numbers of the aviation security department and know where to go if they need an airport security pass or crew ID. This is where the interaction with the departments of the airline at the department of aviation security ends. The Department functions within itself.
